The European Commission announced on October 19, 2026, that it has published reference to the first harmonised standard supporting the implementation of the EU AI Act in the Official Journal of the European Union.
Standard Details and Compliance
According to the European Commission, the standard designated as EN 18286:2026 – Artificial intelligence – Quality management system for EU AI Act regulatory purposes was developed by CEN and CENELEC. The agency stated that it provides a clear legal pathway for providers of high-risk AI systems to comply with quality management system requirements under Article 17 of the AI Act.
Its publication via Commission Implementing Decision (EU) 2026/2274 ensures that providers implementing the standard receive a presumption of conformity with the covered Article 17 requirements. The European Commission noted that EN 18286 is the only AI quality management system standard offering this presumption.
Integration With Existing Frameworks
The European Commission explained that EN 18286 is mapped to Article 17 of the AI Act and built around the AI system lifecycle rather than the organisation. It is designed to be layered on top of existing international standards such as ISO/IEC 42001, ISO 9001, or a sectoral quality management system like ISO 13485, instead of replacing them.
Organisations lacking ISO/IEC 42001 that plan to place high-risk AI systems on the EU market or put them into service can use EN 18286 to extend an existing system or build their first one. This milestone comes ahead of the application of requirements for high-risk AI systems scheduled for December 2027 and August 2028, with additional harmonised standards anticipated.
