The Hong Kong Land Registry has initiated an artificial intelligence proof-of-concept study and expanded digital services as part of its transition to a title registration system, according to its annual report released October 28, 2026.
AI and digital upgrades
The Land Registry said it commenced an AI proof-of-concept study to screen the title chain of Hong Kong's existing three million land registers. The study aims to support converting existing land from the current deeds registration system to the new Title Registration System (TRS).
In January, the agency broadened its application programming interface (API) coverage to include the Owner's Properties Information Check service, expanding digital access capabilities for financial institutions. The registry carried out the API expansion in collaboration with the Hong Kong Monetary Authority and the Digital Policy Office.
The registry is also developing a new e-lodgement system to support online registrations under the TRS, with implementation planned for 2027.
Title registration transition
The technological initiatives were disclosed alongside broader operational updates in the Land Registry Trading Fund Annual Report 2025/26. The agency reported revenue of $443.7 million and profit of $71.4 million for the 2025/26 financial year.
Following the passage of the Registration of Titles and Land (Miscellaneous Amendments) Bill 2025 in September 2025, the government tabled subsidiary legislation in October. The Land Registry plans to implement the TRS for new land in the first half of 2027, with plans to extend the system to existing land progressively.
