On November 2, 2026, the Hong Kong University of Science and Technology and the Hong Kong Monetary Authority launched a new toolkit to help banks navigate quantum security.

Guiding the Banking Sector

The Hong Kong University of Science and Technology and the Hong Kong Monetary Authority launched the Post-Quantum Cryptography Toolkit. Announced at the eighth edition of the FiNETech series, the framework guides institutions through their post-quantum cryptography transition journeys.

The initiative helps banks establish governance, assess cryptographic exposure, identify transition needs, and monitor progress. It also provides practical tools for taking stock of cryptographic assets, defining priorities, and building timelines.

Quantum Readiness Goals

The HKMA previously launched the Quantum Preparedness Index in July 2026, which yielded an initial score of 2.3 out of 10. The score indicated that the banking sector's overall readiness remains at an early stage.

Co-developed by the HKMA and HKUST, the new toolkit aims to translate awareness into concrete actions. The partners target a full quantum readiness score of 10 by 2030.
