Under the EU’s Markets in Crypto-Assets Regulation (MiCA), anyone offering a crypto-asset to the public in the EU, or seeking its admission to trading, must publish a white paper and notify a national regulator. Regulators do not approve these white papers: being listed means notified, not endorsed.
