China has decided to adjust its export control measures for certain drone-related items starting November 18, 2026, CGTN, China's state-owned international broadcaster, reported on Monday.

Items subject to export licensing

According to CGTN, the policy adjustment was jointly announced by China's Ministry of Commerce, the General Administration of Customs, and the Equipment Development Department of the Central Military Commission. Under the measures, items with specified characteristics cannot be exported without an approved license.

The announcement noted that the controlled goods include autopilots specially designed for unmanned aircraft, engines specially designed for unmanned aircraft or unmanned airships, and certain unmanned aircraft or unmanned airships that meet specified characteristics.

CGTN reported that the controls also apply to specific technologies used for developing, producing, or operating unmanned aircraft.

Official rationale and licensing process

A spokesperson for the Ministry of Commerce stated that the affected items have a clear dual-use nature that allows them to be utilized for both civilian and military purposes, according to CGTN.

The spokesperson said the adjustments were made under relevant laws to safeguard national security and interests and to fulfill international non-proliferation obligations.

According to CGTN, the spokesperson stated that China is committed to preserving the security and stability of global industrial and supply chains, adding that the government will review export license applications under the law and approve those that satisfy requirements.

What to do

  • Exporters must submit and obtain export license applications for affected drone equipment, engines, autopilots, and related technologies meeting the specified characteristics before shipping them from China once the rules take effect on November 18, 2026.
