The California Student Aid Commission announced the launch of a state application portal for the federal Workforce Pell Grant Program. The portal opens on October 21, 2026, for higher education institutions and career technical education providers.

Portal Launch and Eligibility

The California Student Aid Commission (CSAC) is the designated state agency responsible for determining whether an institution's short-term program meets state and federal program requirements under California Senate Bill 135. After state approval, institutions submit information directly to the U.S. Department of Education for final review and approval.

The portal opens on October 21 for higher education institutions and career technical education providers to apply for state authorization. Institutions seeking eligibility are encouraged to participate in CSAC's webinar on October 20.

Program Scope and Student Requirements

The Workforce Pell Grant Program applies to short-term career technical education programs running between 150 and 599 clock hours, or 8 to 15 weeks. Students who already hold a bachelor's degree may use the grant, provided they do not hold a graduate degree.

To be eligible, students must complete the Free Application for Federal Student Aid (FAFSA), hold a high school diploma or equivalent, be a U.S. citizen or eligible non-citizen, and enroll in an approved short-term workforce program. Institutions without existing data-sharing agreements must submit letters of interest to CSAC by December 15, 2026.

  • Submit program data through the new CSAC program portal starting October 21 if seeking program authorization.
  • Submit a letter of interest to CSAC and the Office of Cradle-to-Career Data by December 15, 2026, if the institution does not have existing data-sharing agreements with the Employment Development Department.
